October 13, 2025

The Commercial Vehicle Safety Alliance‘s (CVSA) 2025 International Roadcheck resulted in almost 20% of 56,178 commercial motor vehicles inspected placed out-of-service for serious violations.

This year’s three-day inspection — which took place May 13-15 across the United States, Canada, and Mexico — focused on tire safety and compliance with hours-of-service violations. The vehicle out-of-service (OOS) rate was 18.1% and the driver OOS rate was 5.9%. (Source) Overall, this is an improvement from last year’s numbers, where the total OOS vehicle rate was 23%.

Top Vehicle Out-of-Service Violations

Brakes were the top out-of-service violation in North America. CVSA inspectors discovered 3,304 brake violations, which made up more than one-quarter of all vehicle OOS violations. Combined with defective brakes, there were 5,561 brake-related OOS violations. This total, 41%, is down from last year’s total brake violations, which made up nearly 43%.

Number two on the list of out-of-service violations were tires. Tire-related issues made up 2,899 violations, or 21.4% of all OOS violations in the United States. (Source)

Close behind were lights at 14% and cargo securement at 11%, which were both down from 2024’s totals.

Out-of-Service Violations for Drivers

Hours of service was the top driver out-of-service violation, which accounted for 32.4% of all driver OOS violations.

Across the U.S. and Canada, no CDL was second highest, at nearly 25%. Drivers without a medical card made up almost 15%, which false logs/records of duty status (RODS) made up 10%. An additional 5.1% were for suspended licenses.
