During this year’s International Roadcheck, inspectors conducted more than 54,500 inspections of commercial motor vehicles and drivers. Of those inspected, 81% of vehicles and 94% of drivers passed without an out-of-service violation.
A CVSA inspector places a vehicle and/or driver out of service (OOS) when they find a serious violation that makes further operation unsafe. When this happens, the vehicle or driver must remain off the road until the driver or carrier corrects the issue and meets compliance requirements.

Total Inspections: 54,575 roadside inspections were conducted across the U.S., Canada, and Mexico.
Vehicle Pass Rate: 81% of inspected vehicles had no critical out-of-service violations.
Driver Pass Rate: 94.2% of inspected drivers passed with no critical out-of-service violations.
Decals Issued: 17,680 CVSA decals were awarded to vehicles that met safety requirements.
Top Vehicle Out-of-Service Violations
Brake Systems: 3,379 violations (24.3% of total vehicle OOS violations).
Tires: 2,914 violations (20.9%).
20% Defective Brakes: 2,072 violations (14.9%).
Cargo Securement (Focus Area): 1,724 violations (12.4%).
Lighting: 1,659 violations (11.9%).
Vehicles Placed OOS: 10,350 (19% of total inspections).
There are three inspection types that involve inspections of the vehicle: North American Standard Level I, II and V Inspections. Of the 44,047 vehicle inspections conducted, 23.5% of vehicles or vehicle combinations were placed out of service after inspectors identified 13,924 out-of-service vehicle violations.
Brake-related issues including brake systems and defective brakes, accounted for 39.1% of all vehicle out-of-service violations. Another big concern was cargo securement, which ranked fourth among all vehicles placed OOS with 1,724 violations.
Top Driver Violations
No Medical Card: 1,072 violations (28.2% of driver OOS rate / top spot).
Hours of Service (HOS): 883 violations (23.2%).
No Commercial Driver’s License (CDL): 614 violations (16.1%).
English Proficiency: 361 violations (9.5%).
ELD Tampering (Focus Area): 146 out-of-service orders (3.7%).
Drivers Placed OOS: 3,184 (5.8% of total inspections).
Of 53,271 drivers inspected, 6% were placed out of service. This year’s driver violation focus was ELD tampering, which resulted in 146 out-of-service orders.
Inspectors reported 3,806 total driver out-of-service violations in the U.S. and 163 in Canada, for a combined total of 3,969 driver out-of-service violations. It’s important to note Mexico’s out-of-service violations were all vehicle violations.
